Blower was recognized for his commitment to literacy, technology, and the role of libraries in learning by the statewide organization for school libraries.

Blower has a global vision for learning, with literacy and libraries in the center. He has traveled to Asia to explore school systems as part of the Gerstacker Fellowship program.

A technology leader, Blower was instrumental in transforming Swan Valley schools to a 1:1 district. He was an integral part of creating the student library service technology team, the VTEAM, a group of young mavericks who troubleshoot software problems, solve operating issues with computers and even repair iPads.
